SUMMARY:

Capital representation. Directs the Crime Commission, in conjunction with the Office of the Executive Secretary of the Supreme Court, the Virginia State Bar and the Public Defender Commission, to study the capital representation system for indigent defendants in Virginia, including the quality of the capital representation, the standards for qualifications of court-appointed counsel in capital cases, and the feasibility of requiring public defender offices to defend all indigent capital murder defendants.
