JLARC study of health and human resources. Directs the Joint Legislative Audit and Review Commission to study the functional areas of Health and Human Resources, to review the operations and management of the agencies within the Secretariat of Health and Human Resources and to study the monitoring and oversight responsibilities of the Department of Health's Center for Quality Care Services and Consumer Protection.
