SUMMARY:
Registration, licensing, certificates of title; offenses. Increases the penalty from a traffic infraction ($200 fine) to a Class 1 misdemeanor for persons who (i) display or possess any registration card, certificate of title, license plate or decal which is fictitious, or has been canceled, revoked, suspended or altered or (ii) refuse to give the State Police or the Department any title, registration, plate, or decal which has been canceled, suspended or revoked. New Class 1 misdemeanors are created for persons who (i) refuse to allow the Department to inspect the title of any vehicle offered for sale; (ii) display or possess any registration, title, plate, or decal which has been issued to another; and (iii) refuse to give the State Police or the Department any title, registration, plate, or decal which has been altered or issued to another. The offenses for operating a vehicle without a license plate and for possessing a certificate of title issued to another are expanded to include the license plates and certificates of title of out-of-state vehicles.
