Commending James W. Holley III.

WHEREAS, as Mayor of Portsmouth, James W. Holley III has guided the city to a remarkable turnaround--politically, economically, and socially; and

WHEREAS, in his second stint as mayor, James Holley was elected in 1996 and in just over a year has helped Portsmouth reverse several years of decline; and

WHEREAS, during James Holley's brief time in office, Portsmouth has posted a $6 million budget surplus, has seen the violent crime rate drop, has created over 400 new jobs, and has embarked on long-overdue redevelopment projects in the downtown area; and

WHEREAS, equally as important, James Holley has created a new spirit of cooperation among the city's political leaders, various interest groups, and citizens; and

WHEREAS, the evidence of a renaissance in Portsmouth is clear in the increase in citizen interest and involvement in the city's public school system, economic development efforts, and revitalization of the downtown area; and

WHEREAS, James Holley's strong leadership, his obvious love of his hometown, and his unique ability to persuade often contentious factions to cooperate are key factors in the continuing improvement in Portsmouth's fortunes; now, therefore, be it

RESOLVED by the Senate, the House of Delegates concurring, That the General Assembly commend Mayor James W. Holley III for his effective and ongoing efforts to create a rebirth in the City of Portsmouth; and, be it

RESOLVED FURTHER, That the Clerk of the Senate prepare a copy of this resolution for presentation to Mayor James W. Holley III as an expression of the General Assembly's congratulations on his success and best wishes for its continuation.
