WHEREAS, prostitution is an ever increasing crime in today's society; and

WHEREAS, in the past prostitution was mainly prevalent in the large urban and commercial areas of the Commonwealth; and

WHEREAS, prostitution has recently found its way into residential districts; and

WHEREAS, prosecutions for prostitution are increasing, continually congesting the already overwhelmed court system and jail population in the Commonwealth; now, therefore, be it

RESOLVED by the Senate, the House of Delegates concurring, That the Virginia State Crime Commission be directed to conduct a statewide study of prostitution and its effect on residential and commercial areas throughout the Commonwealth. The study shall investigate the current trends associated with prostitution, the changing geographic and economic areas affected by these trends, and their effect on the court system and jail population throughout the Commonwealth and shall make recommendations as appropriate.

The Crime Commission shall complete its work in time to submit its findings and recommendations to the Governor and the [ 1999 2000 ] Session of the General Assembly as provided in the procedures of the Division of Legislative Automated Systems for the processing of legislative documents.
