SENATE JOINT RESOLUTION NO. 211
Commending Ellen M. Bozman.

WHEREAS, Ellen M. Bozman retired as chairwoman of the Arlington County Board in December 1997, thus ending one of the most distinguished public service careers in Arlington history; and

WHEREAS, Ellen Bozman served on the Arlington County Board for 24 years, the longest service since World War II, and was chairwoman for six terms; and

WHEREAS, a graduate of Northwestern University and a citizen of Arlington since 1950, Ellen Bozman was actively involved with Arlington League of Women Voters, serving as president from 1963-65; and

WHEREAS, in the late 1960s while chairing the Health and Welfare Council, Ellen Bozman learned that many Arlington schoolchildren were returning from school to empty homes, and her response, the creation of extended day programs for children of working parents, has operated successfully for more than 20 years; and

WHEREAS, elected to the Arlington County Board in 1973, Ellen Bozman has played a vital role in the massive changes the county has undergone in the past quarter century; and

WHEREAS, Ellen Bozman helped to shape the development plans for the Metro subway system which passes through the county; worked to keep affordable housing in the community; advocated community policing to keep Arlington's streets and neighborhoods safe; and strongly supported high-quality public education for every child; and

WHEREAS, Ellen Bozman has not ignored the aesthetic and cultural aspects of Arlington, working to create and maintain attractive neighborhoods and supporting the arts; and

WHEREAS, with all of this progress, Arlington County residents still enjoy the lowest overall tax burden in the region, thanks in no small part to the dedicated service of Ellen Bozman; and

WHEREAS, Ellen Bozman has also contributed to regional and statewide organizations, serving in leadership roles in the Washington Metropolitan Area Transit Authority, the Northern Virginia Transportation Commission, the Metropolitan Washington Council of Governments, the National Association of Regional Councils, and the Virginia Association of Counties; and

WHEREAS, in November 1997, the Virginia Association of Counties bestowed on Ellen Bozman its Jefferson Cup Award, the association's highest and most prestigious honor, which is given to an individual who has made an outstanding contribution to county government; now, therefore, be it

RESOLVED by the Senate, the House of Delegates concurring, That the General Assembly hereby commend Ellen M. Bozman on the completion of a sterling career of service to the citizens of Arlington County; and, be it

RESOLVED FURTHER, That the Clerk of the Senate prepare a copy of this resolution for presentation to Ellen M. Bozman as an expression of the General Assembly's great admiration for her manifold contributions to Arlington County and best wishes for a long, fulfilling, and indisputably well-earned retirement.
