SENATE JOINT RESOLUTION NO. 172
Commending the City of Norfolk and Operation Sail 2000.

WHEREAS, Operation Sail 2000, the largest event of its kind in modern history, will showcase a huge flotilla of international tall ships as part of the celebration of the new millennium; and

WHEREAS, Operation Sail 2000 will begin in San Juan, Puerto Rico, on May 25, 2000, and end in New York Harbor on July 4, 2000; and

WHEREAS, during their journey north along the eastern seaboard, the international tall ships will stop at five cities designated as Operation Sail associate ports; and

WHEREAS, Norfolk has been designated an official associate port and will host the tall ships from more than 50 nations from June 16 to June 20, 2000; and

WHEREAS, the annual waterfront celebration, Norfolk Harborfest, which was founded as part of Operation Sail '76, will be scheduled to coincide with Operation Sail 2000; and

WHEREAS, Operation Sail, founded by President Kennedy in 1961, is a national nonprofit organization dedicated to sail training and international good will that previously sponsored international parades of tall ships in 1964, 1976, 1986, and 1992; and

WHEREAS, the Operation Sail 2000 tall ships flotilla, led by the U.S. Coast Guard's three-masted bark, Eagle, will be escorted by a spectator fleet of as many as 30,000 vessels and witnessed by millions of spectators; and

WHEREAS, the visit of Operation Sail 2000 to Norfolk will provide the citizens of Hampton Roads and the Commonwealth a unique opportunity to witness and participate in one of the most spectacular events of the new millennium; now, therefore, be it

RESOLVED by the Senate, the House of Delegates concurring, That the General Assembly commend the City of Norfolk and Norfolk Festevents for their sponsorship of this historic event; and, be it

RESOLVED FURTHER, That the General Assembly hereby welcome to the Commonwealth the hundreds of ships and thousands of sailors from around the world who will be visiting Norfolk in June 2000; and, be it

RESOLVED FINALLY, That the Clerk of the Senate prepare copies of this resolution for presentation to the City of Norfolk and Norfolk Festevents as an expression of the General Assembly's congratulations and best wishes for the success of Operation Sail 2000.
