WHEREAS, the Commonwealth's laws addressing public education are set forth in Title 22.1 of the Code of Virginia; and

WHEREAS, these statutes were last recodified in 1980 following a 1977 General Assembly directive that the Virginia Code Commission conduct a thorough and comprehensive study of the laws governing public elementary and secondary education; and

WHEREAS, the increasing press of legislation in the ensuing years has produced an education code in need of review for uniformity and consistency; and

WHEREAS, outdated and duplicative provisions in Title 22.1 should be revised or eliminated, and statutory directives to agencies, school boards, and others reviewed to promote clarity as well as compliance; now, therefore, be it

RESOLVED by the Senate, the House of Delegates concurring, That the Virginia Code Commission be requested to study Title 22.1 of the Code of Virginia and to report its findings in the form of a revision to Title 22.1 to the General Assembly of Virginia. All agencies of the Commonwealth shall assist the Commission in its study. The Commission may retain such counsel, technical assistance, and other special assistance as it may require.

The Commission shall complete its work in time to submit its report to the Governor and the 1999 Session of the General Assembly as provided in the procedures of the Division of Legislative Automated Systems for the processing of legislative documents.
