Be it enacted by the General Assembly of Virginia:
1. That the Code of Virginia is amended by adding a section numbered 15.2-2307.1 as follows:
§ 15.2-2307.1. Removal of certain nonconforming structures in historic districts of certain cities.
Notwithstanding the contrary provisions of § 15.2-2307, any city with a population between 35,000 and 40,000 may by ordinance require an owner of a structure which (i) exceeds 200 feet in height, (ii) is located in a historic zoning district, and (iii) constitutes a nonconforming use, to remove such structure no later than seven years after such ordinance is adopted and written notice is given to the owner.
