Be it enacted by the General Assembly of Virginia:

1. That the Code of Virginia is amended by adding a section numbered 56-265.12:1 as follows:

§ 56-265.12:1. Private water and sewer systems; escrow required.

An owner of a private water or sewer system with more than fifteen connections shall be required to escrow at least ten percent of annual service revenue to be used for system repairs and maintenance.
