Be it enacted by the General Assembly of Virginia:

1. § 1. That, notwithstanding any other provision of law, every agency, department, board, commission, authority, political subdivision or other instrumentality of the Commonwealth may (i) accept the electronic filing of any information required or permitted to be filed with such agency, department, board, commission, authority, political subdivision or instrumentality and (ii) prescribe the methods of executing, recording, reproducing, and certifying electronically filed information.
