Whereas, on December 18, 1996, Bobby Lee Durham, a resident of Pennsylvania, was employed as a long haul truck driver by Consolidated Freightways; and

Whereas, on that same date Mr. Durham was murdered at the northbound rest stop on Interstate 95 near Dale City, Virginia; and

Whereas, the three perpetrators of the crime were subsequently apprehended; and

Whereas, one of the perpetrators was convicted of first degree murder and the two others have pled or are about to plead to lesser crimes; and

Whereas, at the time of his death, Mr. Durham was 51 years of age and is survived by his wife, Cynthia Durham, a daughter, and a son; and

Whereas, at the time of his death, Mr. Durham had annual earnings of approximately $65,000 and was the provider for the Durham household; and

Whereas, Cynthia Durham is unemployed and has been unable to replace the lost income; and

Whereas, Cynthia Durham has no other means to obtain relief except by action of this body; now, therefore,

Be it enacted by the General Assembly of Virginia:

1. § 1. That there is hereby appropriated from the general fund of the state treasury, the sum of $539,763 for the relief of Cynthia Durham. This sum shall be paid by check issued by the State Treasurer on warrant issued by the Comptroller, upon execution of Cynthia Durham of a release of all claims that she may have against the Commonwealth or any of its political subdivisions or their officers, employees, or agents.
