1998 SESSION
WHEREAS, Carroll Edward Lillard, former sheriff of Madison County and one of the founding members of the Virginia Sheriff's Association, died on December 28, 1997; and
WHEREAS, a native of Madison County, Carroll Lillard joined the Madison County Sheriff's Department as a deputy in 1938 and served in that position until 1956; and
WHEREAS, from 1956 until his retirement in 1974, Carroll Lillard served as sheriff of Madison County; and
WHEREAS, a member of the Board of Corrections, Carroll Lillard retired from the Department of Corrections in 1979; and
WHEREAS, an organizer and a life member of the Virginia Sheriff's Association, Carroll Lillard founded the Retired Sheriff's Association of Virginia and the retired law-enforcement officers breakfast club in the Counties of Greene, Madison, Culpeper, and Orange; and
WHEREAS, an active Mason, Carroll Lillard was a member of the State Democratic Committee and was actively involved in state and local politics; and
WHEREAS, during a long and honorable career in law enforcement, Carroll Lillard rendered distinguished service to the citizens of Madison County and was an influential force in statewide law-enforcement organizations; now, therefore, be it
RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly note with sadness the death of a distinguished and dedicated law-enforcement professional, Carroll Edward Lillard; and, be it
RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to the family of Carroll Edward Lillard as an expression of the General Assembly's great respect for his career of service to his community and the Commonwealth.
