WHEREAS, the Virginia Veterans Care Center, located in the City of Roanoke, provides adult home and nursing home care for Virginia residents who are veterans of the armed forces of the United States or those who were Virginia residents at the time of their entry in the armed forces; and
WHEREAS, the Virginia Veterans Care Center is not only filled to capacity, but maintains a lengthy waiting list of persons seeking admission to the facility; and
WHEREAS, it appears desirable to provide for additional adult home and nursing home care for Virginia's veterans by constructing another veterans care facility at a new location, thereby better meeting the needs of veterans in Greater Richmond, Northern Virginia and Tidewater; now, therefore, be it
RESOLVED by the House of Delegates, the Senate concurring, That there is hereby established the joint subcommittee to study the desirability and feasibility of creating a second veterans care facility in the Commonwealth. The joint subcommittee shall be composed of five members as follows: three members of the House of Delegates, to be appointed by the Speaker, and two members of the Senate, to be appointed by the Senate Committee on Privileges and Elections.
In conducting its study, the joint subcommittee shall consider the need for a second veterans care facility; the desirability of providing a second such facility at a location other than the site of the existing facility in the City of Roanoke; the availability of property, already owned by the Commonwealth, which would provide an appropriate and convenient site for construction of a veterans care facility; possible sources of and mechanisms for financing the construction of such a facility; and such other matters as it may deem necessary or appropriate.
The direct costs of this study shall not exceed $ 3,750.
The joint subcommittee shall complete its work in time to submit its findings and recommendations to the Governor and the 1999 Session of the General Assembly as provided in the procedures of the Division of Legislative Automated Systems for the processing of legislative documents.
Implementation of this resolution is subject to subsequent approval and certification by the Joint Rules Committee. The Committee may withhold expenditures or delay the period for the conduct of the study.
