1998 SESSION
WHEREAS, many localities, businesses, and other organizations have committed to work together to promote the James River and to develop and carry out a plan to encourage public-private partnerships and regional cooperation on issues concerning the heritage of the James River; and
WHEREAS, the James River is a resource of great value to the Commonwealth, each of the localities within the James River watershed, and the nation; and
WHEREAS, cooperation among the localities and the private sector within the James River Basin is important to the economic vitality and the ecological health of the region; and
WHEREAS, coordination of local and regional planning for the future of the area will help protect the assets of the James River and strengthen the economic health of the region; and
WHEREAS, the James River watershed covers an area of 10,000 square miles, which is 25 percent of the land area of Virginia, on which over one-third of the population of the Commonwealth resides; and
WHEREAS, this region is characterized by areas of rapid growth and is linked by the Commonwealth's most historic and scenic river; and
WHEREAS, since activities in one part of the basin affect other parts of the basin, it is in the best interest of the Commonwealth to encourage and support basin-wide regional cooperation; and
WHEREAS, there is a need for the Commonwealth and each of the basin's localities to discuss future planning, economic development, and protection of historic and natural resources throughout the watershed; now, therefore, be it
RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly commend the efforts of the James River Heritage Partnership and encourage the partnership to continue to provide a forum for cooperation among the localities, private businesses, and other organizations throughout the James River watershed; and, be it
RESOLVED FURTHER, That the General Assembly encourage the James River Heritage Partnership to remain open to representatives of local governments, regional planning districts, Indian tribes, businesses, conservation and historic preservation organizations, tourism groups, and other interested parties within the watershed; and, be it
RESOLVED FINALLY, That the General Assembly urge the James River Heritage Partnership to continue to pursue issues of mutual interest among its members and issues related to the heritage of the James River and its role in the history, economic development, and natural heritage of the James River watershed and the Commonwealth.
