WHEREAS, George H. Heilig, Jr., a quietly effective legislator who represented the citizens of Norfolk in the House of Delegates for 26 years, died on September 30, 1997; and

WHEREAS, a native of Norfolk, George Heilig graduated from Hampden-Sydney College, where he was a star football player, then earned his law degree at the University of Virginia Law School; and

WHEREAS, a founding partner in the law firm of Heilig, McKenry, Fraim and Lollar until his retirement in 1995, George Heilig was elected from the 86th House District in 1972 and served with great distinction until his retirement, for reasons of health, following the 1997 Session; and

WHEREAS, well-known as a thoughtful and meticulously prepared legislator, George Heilig served as chairman of the House Committee on Commerce, Insurance and Banking and served on the Privileges and Elections, Rules, and Appropriations Committees; and

WHEREAS, in his role as chairman, George Heilig played an important role in significant legislation regulating Virginia's businesses; and

WHEREAS, George Heilig developed the ability, through years of experience and conscientious preparation, of understanding, explaining, and acting on the often complex and contentious legislation that came before his committee; and

WHEREAS, his effectiveness as a legislator, his fairness as a committee chairman, and his refusal to draw attention to himself earned George Heilig the respect and admiration of his fellow legislators on both sides of the aisle and both ends of the Capitol; and

WHEREAS, George Heilig was ever mindful of his constituents, supporting issues of importance to Norfolk, such as public education, the medical community, and Old Dominion University; and

WHEREAS, in recent years, George Heilig courageously battled debilitating physical problems to continue his career and his service to the citizens of Norfolk; and

WHEREAS, a man of kindness, integrity, and quiet strength, George Heilig will be sorely missed by the citizens of Norfolk he served so well, by his colleagues in the General Assembly, and by his many friends and admirers; now, therefore, be it

RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly mourn the untimely passing of a fine public servant, George H. Heilig, Jr.; and, be it

RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to the family of George H. Heilig, Jr., as an expression of the deep and abiding respect in which his memory is held by the members of the General Assembly and the people of Virginia.
