WHEREAS, a multiplicity of authorities and other entities presently are charged with a variety of duties and responsibilities relating to various aspects of transportation in Northern Virginia; and

WHEREAS, it has long seemed desirable that, to the maximum extent practicable, these duties and responsibilities be consolidated in a single entity; and

WHEREAS, legislation has been offered during the 1998 Session of the General Assembly to effect this consolidation; and

WHEREAS, because of the magnitude, complexity, and sensitivity of this consolidation process, it is highly desirable that such legislation be subjected to careful and extensive scrutiny; now, therefore, be it

RESOLVED by the House of Delegates, the Senate concurring, That a joint subcommittee be established to study implementation of the consolidation of transportation authorities in Northern Virginia. Such study shall review and propose appropriate revisions and refinements to any legislation approved by the 1998 Session of the General Assembly for the purpose of consolidating authorities and other similar entities having duties and responsibilities relating to transportation in Northern Virginia. The joint subcommittee shall be composed of sixteen members as follows: five members of the House of Delegates, to be appointed by the Speaker of the House; four members of the Senate, to be appointed by the Senate Committee on Privileges and Elections; four residents of Northern Virginia, to be appointed by the Governor; one representative of the Northern Virginia Transportation Commission, appointed by that Commission; one representative of the Transportation Coordinating Council, appointed by that Council; and one member of the Potomac-Rappahanock Transportation Commission, appointed by that Commission.

The direct costs of this study shall not exceed $ 14,350.

The joint subcommittee shall complete its work in time to submit its findings and recommendations to the Governor and the 1999 Session of the General Assembly as provided in the procedures of the Division of Legislative Automated Systems for the processing of legislative documents.

Implementation of this resolution is subject to subsequent approval and certification by the Joint Rules Committee. The Committee may withhold expenditures or delay the period for the conduct of the study.
