HOUSE JOINT RESOLUTION NO. 152
Continuing the Commission on the Future of Transportation in Virginia.

WHEREAS, the economic health of the Commonwealth relies, in part, on its transportation infrastructure; and

WHEREAS, that infrastructure works to provide mobility for both people and goods; and

WHEREAS, the Commonwealth has historically dedicated transportation funds to support its investment in the transportation infrastructure and has recognized the needs of specific geographic regions to raise revenues dedicated to transportation needs beyond those covered by state funding; and

WHEREAS, statewide transportation needs have been assessed by the Commission on the Future of Transportation in Virginia, pursuant to House Joint Resolution No. 160 (1996) and Senate Joint Resolution No. 110 (1996); and

WHEREAS, specific needs exist for significant transportation projects in various regions of the Commonwealth; and

WHEREAS, regional solutions for funding transportation are a viable option; and

WHEREAS, working with state legislators to identify funding solutions to transportation needs is a benefit to local elected officials; and

WHEREAS, although the Commission was able to make "an interim report of its assessment of Virginia's transportation needs" as provided in House Joint Resolution No. 519 (1997), it was unable to fully carry out its charge under HJR No. 160 (1996) and SJR No. 110 (1996) within the revised schedule established in HJR No. 519 (1997); now, therefore, be it

RESOLVED by the House of Delegates, the Senate concurring, That the Commission on the Future of Transportation in Virginia, created pursuant to HJR No. 160 (1996) and SJR No. 110 (1996), be continued. The total membership of the Commission shall be 29 members and shall include 4 new members as provided for in this resolution. The members duly appointed pursuant to HJR No. 160 and SJR No. 110 (1996) shall continue to serve. Any vacancies shall be filled as provided in the enabling resolutions, except that appointments of the members of the House of Delegates to fill vacancies shall also be in accordance with the principles of Rule 16 of the House Rules. The four additional members of the Commission shall be appointed as follows: two members of the House of Delegates to be appointed by the Speaker of the House in accordance with the principles of Rule 16 of the House Rules; and two members of the Senate to be appointed by the Senate Committee on Privileges and Elections.

The Commission shall establish regional working groups to (i) address specific transportation funding issues for significant highways and public transportation projects, (ii) consider the appropriate role for state and local funding of these projects, and (iii) maximize the use of each transportation mode to produce an integrated regional transportation network. These working groups should include legislative members of the Commission who reside in the region, other state legislators from the region, elected officials of the region's localities, and members of the region's business community.

The direct costs of this study shall not exceed $16,750.

The Commission shall complete its work in time to submit its findings and recommendations to the Governor and the 1999 Session of the General Assembly as provided in the procedures of the Division of Legislative Automated Systems for the processing of legislative documents.

Implementation of this resolution is subject to subsequent approval and certification by the Joint Rules Committee. The Committee may withhold expenditures or delay the period for the conduct of the study.
