WHEREAS, the Northern Virginia Soil and Water Conservation District's stature as one of the most outstanding among some 3,000 such districts in the United States has long been recognized; and
WHEREAS, under the able leadership of the Northern Virginia Soil and Water Conservation District, the several Potomac Basin Soil and Water Conservation Districts combined to create the noteworthy publication, You and Your Land, A Homeowner's Guide for the Potomac River Watershed; and
WHEREAS, the Commonwealth has awarded a Tributary Strategy Grant to these Potomac Basin Soil and Water Conservation Districts for the purpose of implementing an important project that would promote the reduction of nonpoint source pollution in the Potomac River and its tributaries; and
WHEREAS, in 1980, the Northern Virginia Soil and Water Conservation District created a guidebook providing practical advice to Fairfax County homeowners regarding the management of their land, and, in 1996, the Potomac Basin Soil and Water Conservation Districts desired to revise the book and make its contents applicable to the entire Potomac River Basin; and
WHEREAS, the board of directors and staff of the Northern Virginia Soil and Water Conservation District and those of the other Potomac Basin Soil and Water Conservation Districts devoted themselves to making this outstanding publication available to the citizens of the Potomac River watershed, spending a year researching and gathering information to rewrite the text, consulting other technical experts, creating new illustrations and charts, compiling a comprehensive resource list with phone numbers, and completing a thorough editorial review; and
WHEREAS, You and Your Land is now an invaluable resource for homeowners, providing 84 pages of practical, easy-to-follow text, illustrations, and charts which cover subjects including Creating and Maintaining Your Landscape; Planting Your Garden; Controlling Insects and Weeds; Dealing with Drainage and Wet Basements; Controlling Erosion; and Managing Your Pond, Horse Pasture, or Community Open Space; and
WHEREAS, this publication is a wide-ranging and important educational accomplishment in promoting the reduction of nonpoint source pollution in the Potomac River and its tributaries; now, therefore, be it
RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly congratulate the Northern Virginia Soil and Water Conservation District and the other Potomac Basin Soil and Water Conservation Districts for producing abenchmark publication: You and Your Land, A Homeowner's Guide for the Potomac River Watershed; and, be it
RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to the Northern Virginia Soil and Water Conservation District, on behalf of the Potomac Basin Soil and Water Conservation Districts, in appreciation of their joint, effective efforts to promote measures by which the environment may be protected and irreplaceable natural resources may be conserved.
