RESOLVED by the House of Delegates, the Senate concurring, That the 1999 Regular Session of the General Assembly shall be governed by the following procedural rules, which establish limitations on the drafting, introduction, and consideration of certain legislation introduced for or continued to the 1999 Regular Session of the General Assembly:

Rule 1. Each member and member-elect of the General Assembly may prefile, in accordance with § 30-19.3, as many bills, joint resolutions, and resolutions as that member desires 180 days prior to the convening of the 1999 Regular Session of the General Assembly. Requests for the drafting, redrafting, and correction of such prefiled legislation must be submitted to and received by the Division of Legislative Services no later than 5:00 p.m., Friday, January 1, 1999.

Rule 2. Beginning at noon, Wednesday, January 13, 1999, no member of the General Assembly shall introduce more than a combined total of five bills, joint resolutions, and resolutions. This limitation shall not apply to legislation that (i) is introduced with the consent of two-thirds of the members elected to the house in which the measure is offered; (ii) affects the rules of procedure or the schedule of business of the General Assembly or either of its houses; (iii) commends, congratulates, or memorializes and is not referred to a standing committee under the rules of the house of introduction; or (iv) provides for an election, confirmation, or appointment by the General Assembly or either of its houses.

Rule 3. No legislation having the same or substantial effect as legislation continued from the 1998 Regular Session of the General Assembly shall be drafted by the Division of Legislative Services or considered by any committee at the 1999 Regular Session of the General Assembly.

Rule 4. Neither house of the General Assembly shall receive from any committee any bill, joint resolution, or resolution that was continued on the agenda of such committee from the 1998 Regular Session of the General Assembly and acted on later than Monday, December 21, 1998. For purposes of this rule, a motion to refer a measure to another committee shall be treated as an action by a committee.
