Be it enacted by the General Assembly of Virginia:

1. That the Code of Virginia is amended by adding a section numbered 10.1-1408.3 as follows:

§ 10.1-1408.3. Transportation of waste upon waters of the state prohibited.

To the extent not inconsistent with the Constitution of the United States, the transport of solid or medical waste by ship, barge or other vessel upon the navigable waters of the state is prohibited.
