986181324Be it enacted by the General Assembly of Virginia:
1. That the Code of Virginia is amended by adding a section numbered 56-573.3 as follows:
§ 56-573.3. Limitations on certain comprehensive agreements and contracts.
No comprehensive agreement or contract under this chapter shall provide for the construction, maintenance, or replacement maintenance of any highway in the Commonwealth. No company or other business entity shall bid on or enter into any comprehensive agreement or contract under this chapter unless such company or other business entity is a Virginia-registered and prequalified contractor. Any comprehensive agreement or contract entered into under this chapter by the Virginia Department of Transportation as the responsible public entity shall, upon being entered into, be posted for at least thirty days on the Department's electronic bulletin board.
