981754400Whereas, Luther Chaffin raises goats on a farm he owns in Russell County, Virginia; and
Whereas, between October of 1996 and March of 1997, twenty-five of his goats were killed by a mountain lion; and
Whereas, a United States Department of Agriculture memorandum dated April 7, 1997, confirmed the presence of a mountain lion in the Russell county area; and
Whereas, the value of the goats killed by the mountain lion is [
$4,500 $2,500 ] ; and
Whereas, Luther Chaffin has no other means to obtain relief for this loss except by action of this body; now, therefore,
Be it enacted by the General Assembly of Virginia:
1. § 1. That there is hereby
appropriated from [ the general fund of the state treasury the
sum of $4,500 funds appropriated to the Department of
Conservation and Recreation the sum of $2,500 ] for the relief of
Luther Chaffin. This sum shall be paid by a check issued by the State
Treasurer on a warrant of the Comptroller to Luther Chaffin, upon execution by
him of a release of all claims he may have against the Commonwealth or any of
its political subdivisions or their officers employees or agents.
