Be it enacted by the General Assembly of Virginia:

1. That the second enactment of Chapter 289 of the 1989 Acts of Assembly, as amended and reenacted by Chapter 888 of the 1990 Acts of Assembly, Chapters 385 and 401 of the 1992 Acts of Assembly, Chapters 139 and 147 of the 1994 Acts of Assembly, and Chapters 375 and 458 of the 1996 Acts of Assembly, is amended and reenacted as follows:

2. That the provisions of this act shall become effective on January 1, 1999 2001.
