983058488Be it enacted by the General Assembly of Virginia:
1. That the Code of Virginia is amended by adding a section numbered 63.1-124.4 as follows:
§ 63.1-124.4. Finger imaging program.
A. The Department of Social Services shall establish a finger imaging program that utilizes a type of electronic finger imaging of adult and teen applicants for and recipients of public assistance under this title to prevent public assistance fraud.
B. Every applicant for or current recipient of public assistance, as a condition of receiving or continuing to receive such assistance, shall be required to undergo finger imaging. Finger imaging obtained pursuant to this section shall be used only for the purposes of determining eligibility for public assistance and preventing multiple enrollments in programs, and may not be accessed by any other agency of the Commonwealth for another purpose.
C. The State Board of Social Services shall promulgate regulations to implement the provisions of this act.
