986394324Be it enacted by the General Assembly of Virginia:
1. That the Code of Virginia is amended by adding a section numbered 33.1-17.1 as follows:
§ 33.1-17.1. Prerequisites for certain studies by Department of Transportation.
No major investment study or any other study of any highway corridor, possible highway corridor, or prospective highway corridor shall be conducted by the Department of Transportation; its officers, agents, or employees; or by any person under contract with the Department or its officers, agents, or employees, unless a demonstrated need for the highway or possible or prospective highway shall have been shown and the existence of such demonstrated need is affirmed by the adoption of a resolution to that effect by the Commonwealth Transportation Board.
