Be it enacted by the General Assembly of Virginia:
1. That the Code of Virginia is amended by adding a section numbered 46.2-738.1 as follows:
§ 46.2-738.1. Special license plates; members of the American Radio Relay League.
On receipt of an application therefor and written evidence that the applicant is a member, the Commissioner shall issue special license plates to members of the American Radio Relay League. When so requested and feasible, the license plates issued by the Commissioner under this section to any applicant who (i) is licensed by the federal government or an agency thereof as an amateur radio operator and (ii) has radio transmitting and receiving equipment permanently installed in the motor vehicle on which license plates issued under this section are to be displayed shall bear the applicant's official call letters and/or numbers. License plates issued under this section shall be issued only to persons who are the titled owners of the vehicles on which the license plates are to be displayed and shall be displayed only on those vehicles.
