2. That the Director of the Department of Environmental Quality shall prepare, in draft form, a general permit and regulatory program, similar to that to be developed under § 62.1-44.17:1 as amended by this act, that would address the storage, treatment and management of poultry waste, including dry litter, from confined animal feeding operations for poultry, by poultry growers and poultry processors. The Director shall prepare a report containing the draft permit and draft regulatory program by October 15, 1998. The Director's report shall include a description of the legislative and regulatory actions that would be necessary for implementation of the draft permit and draft regulatory program. The report shall be transmitted to the Chairmen of the House Committee on Chesapeake and Its Tributaries and Senate Committee on Agriculture, Conservation and Natural Resources for their consideration and review.
