No continuance granted under this section shall extend the scheduling of any of the following proceedings more than ninety days beyond the meeting date stated in the written request for the continuance: felony criminal cases; child support cases in which no child support is currently being paid; and other cases, in the discretion of the court, commission or other tribunal, which merit expedited hearing and in which an extended delay would cause irreparable harm to the litigants or substantial harm to the efficient administration of justice. For all other cases, the
