Notwithstanding the provisions of this section, a locality or its industrial development authority, following the requirements of Chapter 7 (§ 11-35 et seq.) of Title 11, may enter into agreements, not to exceed a term of five years, involving the lease of telecommunications equipment, infrastructure or services with one or more certified telecommunications companies authorized to do business in Virginia.
