H. Prior to or not later than three working days after the commencement of an operation, the owner or operator shall notify the State Forester of any silvicultural activities related to the commercial harvesting of timber. The notification shall (i) specify the location and the anticipated date of the activity and (ii) be made in a manner prescribed by the State Forester.
