SUMMARY:
Advanced studies diploma. Requests public schools and public and private institutions of higher education to encourage minority youth to pursue the advanced studies diploma. The advanced studies diploma in Virginia is the 23-unit diploma which provides exposure to the more rigorous and challenging classes designed to prepare students for post-secondary work. It includes those subjects required by colleges and universities for admission, and the coursework which will provide the knowledge base and skills needed for success in an increasingly competitive workplace, for all students.
Recent data indicates that minority students leave high school without the academic foundation and scholastic achievement necessary for college admission, work, or success in other personal goals, and that the academic achievement gap is significant between minority students, particularly African-American students, and other racial and ethnic students. To an alarming extent, minority students do not enroll in courses at the high school level that would prepare them for college-level coursework, because, too often, minority students are not properly advised by school counselors about the requirements for college admission, or are dissuaded from pursuing the college preparatory program or certain careers. Consequently, many of these students are required to take remedial coursework in college or are required to participate in retraining programs for employees with inadequate skills for the workplace. As a result, racial minorities are under-represented in higher education, among the professional ranks, and in decisionmaking positions in society.
This resolution is a recommendation of the Commission on the Impact of Certain Federal Court Decisions on the Commonwealth's Institutions of Higher Education.
