SUMMARY:

Study; restructuring of the electric utility industry. Continues the Joint Subcommittee Studying Electric Utility Restructuring. Senate Joint Resolution 118 (1996) established this joint subcommittee to examine state-based initiatives and federal legislative activity involving electric utility retail competition. Retail competition contemplates business and residential electricity customers purchasing electricity from their local electric utility or from any seller--wherever located--ready, willing and able to deliver electricity to customers' business sites or homes. Currently, these customers must purchase all of their electricity from the electric utility authorized by the Virginia State Corporation Commission (SCC) to furnish electric in the utility's service territory comprising the customers' locale.

This continuation resolution contemplates collaboration between the joint subcommittee and SCC staff in developing, by November 7, 1997, a working model for retail competition in Virginia. In addition to suggesting a working model, the SCC staff is requested to report to the joint subcommittee any statutory or regulatory changes considered appropriate under such model, and an appropriate timetable for the model's implementation.
