SUMMARY:
Study; alternatives for welfare recipients who reach the lifetime limit on benefits. Establishes a joint subcommittee to study alternatives for welfare recipients who reach the lifetime limit on welfare benefits without meaningful work, health benefits, and necessary services. The Personal Responsibility and Work Opportunity Reconciliation Act of 1996 (Public Law 104-193) imposes a five-year lifetime limit on federal welfare assistance. States can exempt 20 percent of recipients for hardship reasons and can use their own funds to provide benefits beyond five years. The subject matter of this resolution was referred by letter from the Chairman of the Senate Committee on Rules to the Chairman of the Senate Committee on Rehabilitation and Social Services, requesting that a study be conducted.
