SUMMARY:
Comparable compensation and benefits to certain employees. Provides that when any state agency, department, or institution contracts with a non state entity to perform any function for or on behalf of such state agency, department, or institution, the employees of the non state entity shall be entitled to receive compensation and benefits at least equal to the compensation and benefits to which the state employees who were previously performing that function received.
