SUMMARY:
Virginia Charitable Gaming Commission. Clarifies that "seal-cards" can be used as part of raffles and provides that the action of the Commission in revoking, suspending or denying a permit is subject to the Administrative Process Act. The bill also includes in the definition of bingo, the use of Commission-approved electronic devices which display facsimiles of bingo cards. The bill removes the requirement for filing an independent CPA opinion for organizations grossing in excess of $250,000 from charitable gaming, exempts organizations which gross $25,000 or less in a year from complying with Commission regulations, and caps the audit fee charged by the Commission at two percent of the gross recei8pts and the interest of income on money the organization has received from its operation. The bill also contains technical amendments. The bill contains a sunset date of July 1, 1999.
