SB 757 Charitable gaming.

SUMMARY:

Charitable gaming. Includes the use of Charitable Gaming Commission-approved electronic bingo devices in bingo games. The bill also (i) changes the audit fee charged by the Commission to a maximum of one and one-half percent of an organization's receipts; (ii) clarifies that "seal-cards" can be used as part of raffles; (iii) clarifies that the action of the Commission in revoking, suspending or denying a permit is subject to the Administrative Process Act; (iv) directs the Commission to establish regulations specifying conditions under which charitable organizations can feed their volunteers and allow them to play charitable gaming; (v) exempts organizations with gross receipts of $25,000 or less from certain requirements; (vi) removes the requirement for independent CPA opinion for organizations which gross in excess of $250,000 per year; (vii) prohibits localities from imposing certain taxes on the revenues of charitable organizations; (viii) reduces the number of days from 90 to 30 a person must be a bona fide member of a charitable organization to participate in the conduct of charitable gaming for that organization; and (ix) removes the restriction on the play of instant bingo.
