SUMMARY:
Claims; Owens, Delores. Provides relief to Delores Owens for $450, which is the amount paid by her in attorney's fees to defend a frivolous federal civil lawsuit. The suit was brought by a person previously convicted of defrauding her in connection with the construction of her home. The federal civil lawsuit was dismissed on grounds that it failed to state a claim upon which relief can be granted. The federal suit was brought against Mrs. Owens and the Commonwealth's attorney in an attempt to disrupt pending proceedings to revoke the criminal's probation revocation hearing.
