SUMMARY:

Roanoke Higher Education Authority. Establishes the Roanoke Higher Education Authority for the purpose of expanding access to higher education in the Roanoke Valley by providing for adult and continuing education and degree-granting programs, including undergraduate, graduate, and professional programs, through partnerships with the Commonwealth's public and private institutions of higher education. The Authority will be governed by a board of trustees that is empowered to establish the Roanoke Higher Education Center. The board will have most of the powers provided to corporations in Title 13.1, may issue bonds upon the advice of bond counsel and a financial institution with expertise in bonds and investments; and may accept, execute, and administer any trust in which it may have an interest under the terms of any instrument creating the trust. The board may also lease and hold property and dispose of such property in a manner that will benefit the Authority. An executive director and staff may be appointed for the Center, with such funds as may be available. Additional staffing may be provided upon agreement by Averett College, Bluefield College, Mary Baldwin College, Old Dominion University, Radford University, University of Virginia, Virginia Polytechnic Institute and State University, and Virginia Western Community College. The board may apply for, accept, and direct the expenditure of gifts, grants, or donations from public or private sources. The State Council of Higher Education, in consultation with the institutional representatives of the Authority, is to conduct a programmatic assessment of the need for the Roanoke Higher Education Center and is to report its findings to the General Assembly by October 15, 1997. This bill will take effect on July 1, 1998.
