SUMMARY:
Partial birth abortion. Makes the performance of a partial birth abortion punishable as a Class 1 misdemeanor. The bill, modeled on recently considered federal legislation, also creates a cause of action for money damages in favor of the father of the unborn fetus if the father is married to the mother at the time of the partial birth abortion and in favor of the maternal grandparents if the mother is a minor.
