SUMMARY:

Water Quality Monitoring, Information and Restoration Act. Establishes monitoring and information requirements (including the development of reports required by the federal Clean Water Act) to be implemented by the State Water Control Board to provide a basis for (i) an accurate and comprehensive assessment of state water quality; (ii) identification of water quality trends; (iii) development of initiatives and programs to address current and potential water quality concerns; and (iv) other water quality enhancement and information activities. The reports generated by the Board are to be used for developing plans to improve waters identified as impaired and for providing citizens with information about water quality. The plans are to include the development of: (i) certain water quality standards; (ii) priority rankings for addressing water quality problems based on the severity of the pollution problem and intended uses of the water; and (iii) total maximum daily loads of pollutants to certain waters. Owners of establishments that discharge toxics to waters impaired by toxics are to evaluate pollution prevention mechanisms.
