SUMMARY:

Unemployment compensation; newspaper carriers. Designates all newspaper carriers, distributors, and those engaged in services directly related to the business of delivering or distributing newspapers as direct sellers for unemployment compensation purposes. This bill reflects 1996 amendments to federal law contained in the Small Business Protection Act. Current state law treats only those newspaper carriers under the age of 18 as independent contractors for unemployment compensation purposes.
