SUMMARY:

Campaign finance reforms for elections for Governor, Lieutenant Governor, Attorney General, and the General Assembly. Provides for the electronic filing of campaign-finance disclosure reports; establishes campaign-contribution limits; and places restrictions on campaign-fundraising activities during regular sessions of the General Assembly. The bill requires that campaign-finance reports for statewide-office and General Assembly candidates be filed electronically with the State Board of Elections beginning in 1999 with an exception for candidates collecting and spending less than $10,000 and requires that the State Board create a campaign-finance database.

The bill prohibits the statewide officials and General Assembly members from soliciting or accepting campaign contributions during regular sessions of the General Assembly and prohibits making contributions to these officeholders. The restriction does not apply to a candidate's contribution of personal funds to his own campaign, to special elections, or to contested nominations.

The contribution limits established are $5,000 for statewide elections and $2,000 for General Assembly elections. Contested nominations constitute one election, and the general election is a separate election. The same limits apply to contributions by any individual, corporation, labor organization, political action committee, political party committee, or other entity. The limits cease to apply to a candidate when an opponent candidate contributes personal funds to his own campaign of more than $100,000 in a statewide contest or $25,000 in a General Assembly contest.
