SUMMARY:
Virginia Racing Commission; Virginia Breeders Fund. Permits the Commission to designate an entity to administer all or part of the Breeders Fund and to deduct expenses for administering and promoting the Fund from the Fund. The bill also permits the Commission or such designated entity to distribute moneys from the Fund to the breeders and owners of Virginia-bred horses that win races designated by the Commission. Current law permits moneys from the Fund to be distributed only to such breeders and owners that win races in Virginia.
