SUMMARY:
Study; application of laws and regulations; managed health care plans. Directs the Joint Commission on Health Care to study the consistency with which operational, financial, and administrative regulations are applied to managed health care plans in the Commonwealth. The Joint Commission on Health Care is also directed to determine the effect of the present regulatory scheme on fair competition among all managed health care providers and on the availability of quality, affordable health care.
