SUMMARY:
Study; funding mechanisms to meet the infrastructure needs of rapidly growing localities. Establishes a joint subcommittee to study ways to meet the infrastructure needs of rapidly growing localities. The joint subcommittee shall assess the infrastructure needs that exist in rapidly growing localities and make recommendations on funding mechanisms that represent a consensus among localities, citizens and the development community.
