SUMMARY:

Study; use of unlicensed personnel in various patient care settings. Requests the Joint Commission on Health Care to examine the effects on quality of care and efficacy of outcomes related to the use of unlicensed personnel in various patient care settings. The Joint Commission will analyze available data and evaluate the issues related to patient outcomes, morbidity and mortality and will seek available information from other agencies and organizations within the Commonwealth. The resolution notes that the health care industry is undergoing an evolutionary leap toward managed care, downsizing and restructuring which are primarily focused on reducing costs and maximizing profits. Although in previous years official concerns have focused on shortages of nurses and others, the issues are changing as nursing care is being replaced in many arenas with care by unskilled and unlicensed workers who are being directed to perform tasks that should be, in the opinion of some experts, conducted by professionals.
