SUMMARY:

Study; Commission on School Discipline. Establishes the 18-member Commission on School Discipline, consisting of legislators, citizens, and representatives of the executive branch and educational organizations. During its two-year study, the Commission is to examine current statutory and regulatory requirements governing student conduct and discipline in the public schools of the Commonwealth; gather statistical information regarding disruptive behavior by students, suspensions and expulsions, and other disciplinary actions in Virginia's public schools; review specific student conduct policies and guidelines; consider the efficacy and appropriateness of current policies governing corporal punishment; explore alternative education opportunities and the impact and implications of certain disciplinary actions in the general and special education classrooms; and review truancy, parental involvement, and other laws and issues addressing student conduct and discipline. This matter was referred by letter from the Speaker to the Standing Subcommittee on School Drop Out Prevention for study.
