SUMMARY:
Constitutional amendment (first resolution); initiative and referendum. Establishes procedures for indirect initiative measures to enact state statutes and for referenda to nullify laws or sections of laws enacted by the General Assembly. The referendum power does not apply to certain appropriation and finance laws. Petitions for either state statutory initiatives or referenda must have signatures equal in number to at least five percent of the last vote for Governor in the Commonwealth and must include signatures from at least 10 congressional districts equal to at least five percent of the last vote for Governor in each district. The total vote for Governor in the 1993 election was 1,793,916 and the minimum statewide petition requirement based on that election would be approximately 90,000 signatures.
