SUMMARY:

Study; implementation of Fordice. Continues the Commission on the Impact of Certain Federal Court Decisions on the Commonwealth's Institutions of Higher Education to assess the policy implications of recent federal court decisions on Virginia, particularly the directives in U. S. v. Fordice, 112 S. Ct. 2727 (1992), which requires states that operated dual systems of higher education to remove all vestiges of past discrimination "to the extent practicable and consistent with sound educational practices." The Commission is also charged, among other things, to continue its association with the Southern Education Foundation, work collaboratively with the U. S. Office for Civil Rights in the identification of remaining vestiges of the dual system of higher education, provide leadership for a statewide conference relative to the implementation of Fordice and such other relevant court decisions, and, as the General Assembly's body charged with studying these issues, provide legislative representation and oversight during the civil rights audit of the Commonwealth.
